Policy Regulation Fact Sheet

The 21st Century Act of 2016 was chosen as the policy for this project brief. In 2016, President Obama signed this legislation into law with the goal of boosting healthcare research on both preventing and curing significant health disorders. It also aimed to speed up the development of new medications and medical gadgets for use in treating rising health issues. As a means of strengthening the delivery of mental health care, the act also addressed the issue of opioid abuse. In addition, there was a push in the act for improved interoperability and adoption of electronic health records for improved service delivery (Jaffe, 2015).

The 2016 Act for the Twenty-First Century has some consequences for system implementation. It emphasizes the importance of implementing healthcare systems that enable improved health information sharing between and among healthcare providers. It also encourages the use of patient-centered health information technologies, such as mobile apps, in the delivery of health care services (Black, Hulkower & Ramanathan, 2018). It does, however, necessitate the use of terminology that consumers may easily grasp when implementing these patient-centered technology. Finally, it encourages the use of health information technology that enhance holistic treatment (Kinney, 2018).

Clinical care, patient/provider relationships, and workflow are all affected by the twenty-first century. It raises the requirement for integration in the delivery of mental health treatments. Patients should be treated as a full person, not as a disease. The reduction of language used in telehealth and telemedicine technology for care is expected to improve patient-provider relations. The improved interoperability of the systems is also expected to boost information sharing between them. The guideline also enhances workflow by minimizing the amount of time spent making decisions (Paradise, 2018).

The use of health information technologies in the provision of care is one of the organizational policies in place in my company to address the policy. There is also the usage of telehealth and telemedicine to improve patient health quality. Finally, there is the promotion of holism in health care. The focus of care is on the patient’s whole needs, not only those connected to the disease.

A federal law known as the Medicare Access and CHIP (Children’s Health Insurance Program) Reauthorization Act (MACRA) introduces a new approach for paying clinicians who successfully demonstrate value rather than quantity in patient treatment (CDC, n.d.). The rule encourages the integration of informatics and technology since it gives access to a system-based payment model that promotes effectiveness and high-quality patient care (AANP, 2018). The fundamental goal of MACRA is to switch Medicare’s payment structures from quantity-based to quality-based.

Three significant changes to how Medicare pays providers are established under the regulation. These consist of:

permits the fusion of existing reporting programs with a new model.
The Sustainable Growth Rate Formula was replaced.
Medicare cards, which are made possible by MACRA, safeguard patients’ financial and personal data and permit access to private facilities (McGonigle & Mastrian, 2017).
The statute also ensures that no illegal access is made to a person’s federal health care benefits and service payments.

MACRA’s Effect on the Implementation of the System

The policy improves the administration and treatment of information, particularly patient access data and their personal financial and health information (HealthIT.gov., 2018b).
The policy makes ensuring that systems are optimized to improve security, privacy, and secrecy.

Ongoing Clinical Care

The policy has an impact on clinical care since it prioritizes patient value over provider volume.

Patient-Provider Relationships

The policy offers additional channels and tools for providers and patients to communicate and guarantee that they deliver the best care possible with the help of patient feedback and participation.
As patients interact more with clinicians thanks to the policy, patient experience in medical institutions increases.
The policy provides metrics for patient reporting, functional status, and outcome assessments.

Workflow

MACRA increases efficiency while reducing the workload on clinicians.
MACRA successfully streamlines the scoring procedure to enhance provider workflow and patient engagement.

Policies and procedures have been put in place within the organization to comply with MACRA policy.

A key part of our organization’s efforts to improve the quality of treatment based on current frameworks and regulations, such as the Merit-based Incentive Payment System, is MACRA (MIPS).
Using MIPS enables providers to receive payment based on their performance or value to the enterprise (AANP, 2018). Second, MACRA makes sure that the various providers effectively coordinate patient care. The policy makes sure that a company’s operations are useful to both patients and providers.

Healthcare delivery evolves to adapt to social, patient care, and environmental changes. Nursing informatics dominates this evolution and provides an opportunity for healthcare providers to integrate nursing, information, and computer sciences into patient care (McGonigle & Mastrian, 2022). Due to the risks that information technologies pose and other challenges, regulations and policies are crucial to managing tech-driven health practices. The purpose of this fact sheet is to analyze a nursing informatics regulation.

Regulation OverviewThe Centers for Medicare & Medicaid Services (CMS) encourage technology adoption and manage its use through regulations. One such regulation is Promoting Interoperability Programs for hospitals. As a 2018’s update of Medicare and Medicaid EHR incentive programs, the regulation’s primary mandate is to promote meaningful use of electronic health records by promoting interoperability (HealthIT.gov, 2019). Through interoperable systems, hospitals and Critical Access Hospitals (CAHs) can provide high-quality and high-value care.
Impact on System ImplementationHealthcare organizations implement different systems to support efficiency and transform how care is offered. The interoperability requirement under Promoting Interoperability Programs obliges healthcare organizations to connect systems and devices in a way that supports effortless communication and care coordination. The guiding principle of interoperability is easy information sharing between healthcare professionals (Bates & Samal, 2018).
Impact on Clinical Care, Patient/Provider Interactions, and WorkflowInteroperability is a core component of meaningful use. Promoting meaningful use has numerous benefits, such as high provider engagement, patient access to health information, and quick care delivery (Tapuria et al., 2021). Meaningful use also minimizes workflow issues since the systems are secure and require minimal end user effort. Interoperable systems reduce the risks of medical errors hence better clinical care outcomes (Li et al., 2021). Patient-provider communication and collaboration are high when patients access their information in EHRs.
Policies and Procedures to address Promoting Interoperability ProgramsAll systems should be secure and free from access to unauthorized users. Systems’ designs, interfaces, and other essentials should facilitate seamless and effortless communication and data exchange between providers in the same or different departments. Regular training on security, privacy, and data exchange essentials should be conducted regularly to ensure healthcare providers can adhere to the basic principles of the meaningful use.

Conclusion

Policies and regulations ensure that healthcare providers adhere to rules and guidelines concerning patient care. Promoting Interoperability Programs obliges healthcare systems to adopt systems that facilitate meaningful use. Adherence to this obligation improves patient-provider engagement, communication, and other outcomes.
